Livelihood Restoration Consultant
HEC is seeking a Livelihood Restoration Consultant to support our work mitigating for economic displacement.
Human Ecology Consulting Global Inc. HEC is seeking a Livelihood Restoration Consultant (LRC) to join its team of experts who provide support to clients working with economically displaced populations. Such populations often, but not exclusively, have agricultural livelihoods. The location of work and level of effort are project dependent and normally include a combination of desktop and field work. Applicants who can work in French, Spanish or Portuguese are strongly encouraged to apply.
It is imperative that applicants have experience in quantifying livelihood restoration program outcomes, can communicate with and guide decision-making of clients, and are solution oriented.
Common Responsibilities Across Different Projects:
- Assess socio-economic data for gaps and recommend practical areas of additional data collection.
- Conduct field visits to establish a project’s socio-economic context, which normally includes but is not limited to:
- Historical context;
- Competing and complementary community interests;
- Livelihood strategies and use of communal resources;
- Identifying potential quick win improvements to livelihood strategies and tools;
- Characteristics of vulnerable groups; and
- Market opportunities and limitations.
- Conduct quantitative cost-benefit analyses of livelihood restoration program options for affected individuals and households.
- Guide client decision-making on livelihood restoration options.
- Assist in the recruitment of national livelihood restoration team members to oversee implementation of livelihoods programming in the long-term.
- Develop pilot projects, consultation plans, and the associated budgets and schedules.
- Building on pilot projects, develop livelihood restoration programs and their associated budgets and schedules.
- Document pilot projects and livelihood restoration programs in a Livelihood Restoration Plan and implement them in collaboration with the national livelihood restoration team and third-party implementing partners.
- As a subject matter expert, develop indicators and methodology for monitoring the Livelihood Restoration Plan.
- Collaborate with HEC’s other specialists, for example those working on social performance, resettlement planning, and monitoring and evaluation, to integrate livelihood restoration into Resettlement Action Plans and broader project planning.
- Participate as needed in meetings with the Client and external auditors.
Required Qualifications, Education and Experience
- Degree in agriculture, agricultural engineering, or a related discipline.
- Minimum of five years of livelihood restoration experience.
- Experience conducting quantitative cost-benefit analyses of livelihood restoration program options.
- Experience with qualitative research methods, one-on-one consultation, and group consultation.
- Ability to articulate ideas to others who are not subject matter experts.
- Comfortable and able to work in a context where debate and discussion is required as part of the decision-making process.
- Ability to problem solve and work towards solutions, particularly in challenging environments.
Preferred Qualifications, Education and Experience
- Valid driver’s license
- Working ability in French, Spanish or Portuguese
- Work experience in the mining or oil and gas sectors

HEC is seeking a Social Performance Expert to work with clients managing social impacts resulting from capital infrastructure projects.

HEC is seeking a Social Performance Expert (SPE) to join its team of experts who provide support to clients working with populations affected by the development of capital infrastructure projects, often industrial mines. Such populations are often, but not exclusively, rural. The location of work and level of effort are project dependent and normally include a combination of desktop and field work in most instances. Applicants who can work in French, Spanish or Portuguese are strongly encouraged to apply.
It is imperative that applicants have experience in quantifying social impacts and the outcomes of mitigation programs, can communicate with and guide decision-making of clients, and are solution oriented.
Common Responsibilities Across Different Projects:
- Guide client decision-making on social mitigation options.
- As a subject matter expert, provide technical support for:
- Resettlement Action Plan implementation in alignment with IFC Performance Standard 5;
- Other aspects of social performance, which may include but no be limited to social impact assessment, stakeholder engagement, grievance management, community investments, local content and cultural heritage; and
- Engagement with artisanal and small-scale miners, as required.
- Coordinate with the environmental team regarding environmental risks with potential social impacts;
- Identify local implementation partners and guide procurement processes related to social programming.
- Regularly participate in multidisciplinary team meetings inclusive of social, environment, health and safety meetings, which cover all environmental and social issues, site security, logistics, procurement, recruitment, and human resources;
- Provide updates and inputs to the Project schedule, as required;
- Assist in the recruitment of national team members to manage and implement social performance in the long-term by screening CVs and interviewing candidates
- Support capacity development and training of national team members;
- Provide information regarding social performance to lenders upon request, whether via email, via phone, or during site visits;
- Gather Project-specific inputs required for the development of management plans, upon requests HEC’s Technical Writer and Project Manager; and
- Flag risks and develop strategies to best serve the Project’s needs.
Required Qualifications, Education and Experience
- Social sciences degree.
- Minimum of five years of social performance experience, with at least two years in site-based roles.
- Excellent knowledge of the practical application of the IFC Performance Standards.
- Ability to articulate ideas to others who are not subject matter experts.
- Comfortable and able to work in a context where debate and discussion is required as part of the decision-making process.
- Ability to problem solve and work towards solutions, particularly in challenging environments.
